She picked up the phone book and checked online.  She called company after company and found that the majority of companies were "referral agencies," meaning, no employees, no worker's compensation insurance, no payroll withholding and no accountability.  When Cristin asked the companies if they were insured, everyone would say yes, but when asked to see proof of insurance no one could produce anything!

The owner of one of the referral agencies told her "Not to worry" about him not carrying worker's compensation insurance and that Cristin's homeowner's insurance would cover her if any of his workers got hurt.  It was clear that there was the need for a better choice, a legitimate local cleaning company, and she was going to open it.
